NEA was commissioned by DECC to explore and understand better the impact of different energy payment methods on the energy use and rationing practices of low-income families with children; and in particular households that use PPM versus those that do not. While it is clear that low-income families are struggling across the board with the cost of living, managing a tight household budget and unaffordable energy bills – all with consequences for their comfort, financial wellbeing and emotional and physical health – it does appear than in some areas problems are more acute for families that use PPMs.
