As Greater Manchester has higher levels of fuel poverty than the national average (Burton, 2013), this research will attempt to provide an analysis of the concepts of justice that are included in the local level policy responses of GM authorities, and the partner organisations that they work with. Through the use of thematic analysis, this research will utilise a qualitative methodology that seeks to explore thematic conceptualisations of justice in local level fuel poverty narratives. The results of this research identify that GM authorities and their partnership organisations both have similar conceptualisations of distributive justice and that procedural concepts of justice are taken into consideration in fuel poverty policy responses. As Greater Manchester has higher levels of fuel poverty than the national average (Burton, 2013), this research will attempt to provide an analysis of the concepts of justice that are included in the local level policy responses of GM authorities, and the partner organisations that they work with.
